Why is Mom so unsympathetic?

For as long as I can remember, my father would yell and scream at my mother when he was upset. Now that he has dementia, he still yells sometimes, but afterward, he starts to cry and apologizes to my mother.

My mother doesn’t seem to accept his apologies and I don’t understand why. It breaks my heart to see my mother act so coldly towards my father when he’s crying. What can I do to help them?
